The National Employment Pact (NEP) was born as a direct answer to the uprising in 2011 to tackle the serious problem of youth unemployment in Egypt.  Reflected in the NEP slogan “Fair jobs for you”, the NEP aims to promote sustainable employment by helping Egyptian youth get employed in fair and decent blue collar jobs – a job segment with the highest employment potential and often low social prestige.

The NEP is an initiative of the German-Egyptian Business Community and the German-Arab Chamber of Commerce and Industry (GACIC). It is supported by the German Development Cooperation (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The NEP is currently hosted by the Forum for Training and Education (FORTE) which is an NGO affiliated to the German-Arab Chamber of Commerce and Industry (GACIC) and registered since 1989 with the Ministry of Social Affairs (MoSA).

Since its inauguration, the NEP has succeeded in developing a unique model for placing youth into fair blue collar jobs, in training and certifying Employment Officers as well as in establishing the first NEP Employment Centres. Those are fully operational and provide job preparation and placement services in Greater Cairo.
