The Steering Committee is the highest strategic and control authority of the National Employment Pact (NEP). It defines the overall policy and strategy of the NEP and monitors its implementation.
The NEP Steering Committee consists of nine private sector companies in addition to the German Embassy, the German-Arab Chamber of Industry and Commerce and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The Steering Committee convenes every two months for the NEP Steering Committee meetings and decision-making.
Dr. Kilian Bälz
Dr. Kilian Bälz is a partner at Amereller Legal Consultants, an international law firm with offices across the MENA Region. Dr. Bälz has been involved in NEP since 2011. He believes that fair and decent employment is integral to social and economic development and will help to increase foreign direct investment.
Hossam Allam
Hossam Allam is Managing Director of Asset & Property Services at Hassan Allam Holdings where he overlooks the Group's industrial operations and maintenance, water and wastewater treatment, facilities management and energy services. He has founded Cairo Angels, a club of investors that fund Egyptian entrepreneurial ventures, he is a Board member at the international NGO Education For Employment and Spokesperson for the Egyptian-German initiative, National Employment Pact.
German Embassy
The German Embassy is the political patron of the NEP. It is represented in the NEP Steering Committee by the Co-Head for German development Cooperation of the German Embassy in Cairo.
GIZ
GIZ provides technical support to the NEP on behalf of the German Federal Ministry for Economic co-operation and development (BMZ). This involves capacity development for NEP staff and all stakeholders, advice on strategy development and on enhancing NEP’s unique model of matching and placing jobseekers in the blue collar sector. In addition, GIZ also administers the BMZ grant to the German-Arab Chamber of Industry and Commerce through which NEP covers parts of its expenses.
AHK
The German-Arab Chamber of Industry and Commerce plays a
pivotal role in Egyptian and German business cooperation. The Chamber hosts the NEP and is responsible for settling financial and legal issues for the NEP through its NGO FORTE.
FORTE (NGO)
The Forum for Training and Education (FORTE) is a non-governmental organization affiliated to the German-Arab Chamber for Industry and Commerce. The NEP is considered as a project of FORTE since 2014. Financial and contractual issues for the NEP are tackled by FORTE in close cooperation with the German-Arab Chamber.
ExperTS Programme (CIM)
The ExperTS Programme is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and managed by the Centre for International Migration and Development (CIM) which is affiliated to GIZ. The CIM expert is an international expert who facilitates communication between the NEP, AHK/FORTE and GIZ. In addition to that, the expert gives advice to the NEP management and staff on managerial, financial, HR, PR and communication issues as well as consulting, training and networking tasks. The integrated expert is hired by the German-Arab Chamber and represents the CEO of the Chamber in the Steering Committee meetings.
