The Steering Committee is the highest strategic and control authority of the National Employment Pact (NEP). It defines the overall policy and strategy of NEP and monitors its implementation.

The NEP Steering Committee consists of 12 companies in addition to the German-Arab Chamber of Industry and Commerce (GACIC ), the German Development Cooperation (GIZ) and the German Embassy.

Dr. Kilian Bälz is a partner at Amereller Legal Consultants, an international law firm with offices across the MENA Region. Based in Berlin and Cairo, he advises international corporations and financial institutions on investments in the MENA region, with a particular focus on energy and financial services. In addition, he has extensive experience in advising international organizations, NGOs and development organizations on regulatory matters. Kilian studied law and Middle East Studies in Freiburg, Berlin (Free University), Damascus, Cairo (AUC) and London (SOAS). In 2007, he was a fellow at Harvard Law School. Kilian has been involved in NEP since 2011 and believes that fair employment is key to social and economic development and to the enhancement of foreign direct investment.  


Hossam Allam is head of Facility Services at Hassan Allam Construction, a leading Egyptian contractor, with responsibility for the Group’s concession based businesses including industrial operations and maintenance, facilities management and energy. Previously he spent 10 years at Shell International working on the exploration, production and commercialisation of natural gas.    Hossam has an avid interest in entrepreneurship and blue job mobility, and sits on the Boards of NGOs including Cairo Angels, the National Employment Pact, Education for Employment and Endeavor Egypt. He holds a BSc in Marine Science from Southampton University and a MBA from London Business School.
